[JRFU] The establishment of the JRFU spontaneously led to grouping the rugby matches that were held individually until the previous year, and this prepared the stage for competition between the champion of each of Kanto and Kansai universities. Newspaper companies also began to cover university rugby especially when an unbeaten university team won the east-west university match as the national university champion. The annual match schedule for each team based on universities was gradually fixed.
[Rules] As a safety measure, it was prohibited to come to grapple heavily after leaving a scrum.
[University] Kyoto Becomes the National Champion for the First Time: Kyoto achieved the first nationwide championship by overwhelming all the Kanto universities by defeating Tokyo 22-0 on December 28, winning the maiden victory against Keio 11-5 on January 1, and beating Waseda 14-11 on January 7. Kyoto became the first nationwide university champion.
In Kansai, Kyoto, Doshisha, and Daisan High School competed for the championship, ending in a victory for Kyoto.
[International] Waseda's Long Tour to Australia (zero wins and five losses): Waseda toured Australia with the expectation of a great leap forward. They lost all five games during this tour. However, they made this tour a success while obtaining significant results including international goodwill. Leaving Japan on July 13, they played three games in various locations including Manila and Hong Kong before and after this tour. They came back to Japan from their 73-day tour on September 23 when an autumn wind started to blow.
Doshisha toured Manchuria (China) winning all eight games, and Meiji toured Shanghai with zero wins and two losses.
The Wales regiment team based in Shanghai came to Japan in 1928 and played five games (with the All-Kanto team, Meiji, Waseda, Keio, KR&AC, and YC&AC), ending with four wins and one loss.
