[JRFU] The JRFU was approved as an incorporated foundation on June 6. On June 18, the JRFU submitted a withdrawal notification to the Japan Sport Association as the spending of the contributions made to Keirin bicycle racing for sending athletes to the Olympics would run counter to the amateur spirit. This notification was approved on July 3. While supporting this withdrawal, the rugby section of the All Japan High School Athletic Federation aspired to have high-school students participate in the National Sports Festival. A heated discussion with the Japan Sport Association finally led to accepting the participation of high-school students as an exception on August 12.
[University] In the Kanto Inter-University Tournament, Waseda, Meiji, and Chuo were deadlocked. However, Waseda that defeated Meiji was selected as the most valuable team in Kanto. Doshisha became the Kansai champion and Fukuoka became the Kyushu champion for the first time. 
[Company Rugby] The 9th Japan Company Rugby Football Championship was held while the number of participating teams was increased to 16 from 8. Kintetsu crushed Kyushu Electric Power Company 11-0, claiming their second championship title for the first time in three years.
[International] A united team from the British Royal Army, Navy, and Air Force (stationed in Malay and Singapore) came to Japan with a record of four wins, two losses, and one draw. Against this team, Waseda and the All-Kyushu team won, the All-Kanto team tied, and the All-SDF team, the All-Kansai team, and the All-Japan Representative team lost tight matches. Yahata Steel Works toured Hong Kong, achieving a record of two wins and one loss.
