[JRFU] Yukichi Sugihara assumed the post of the executive director. The JRFU made a comeback to join the Japan Sport Association. While coordinating and adjusting the schedule issue, on May 2, the Japan East Rugby Football Union proposed a two-league system composed of the tournaments and league games. Each university accepted this proposal.
[Rules] The set scrum (current scrum) and the loose scrum (current ruck) were separately defined. To accelerate game development, a new rule revision stipulated that a player could handle the ball with hands after a tackle, which made it possible to get the ball back in play after a free kick. The maul was experimentally adopted in New Zealand.
[University] The 29th East-West University Championship ended without a match between Keio and Kansei Gakuin, resulting in no national champion determined. In the block A (1st league) of the 28th Kanto Inter-University Rugby Tournament, Keio achieved three wins and one draw with one loss, claiming their fifth tournament title for the first time in two years. At the 29th Kansai Inter-University Rugby Tournament, Kansei Gakuin swept all their five games, claiming their seventh tournament title for the first time in three years. Nagasaki avenged their previous loss by defeating Fukuoka 29-3, claiming their first championship title at the 7th Kyushu University Championship.
[Company Rugby] Kintetsu defeated Kyoto City Government 12-3 at the 10th Japan Company Rugby Football Championship, claiming their third championship title for two consecutive years.
[International] The Japan national team was completely defeated by the NZ All Blacks Colts (Under-23) losing all three test matches. Scoring two tries was all that the Japan national team could muster and they lost by a huge margin in all three matches with the NZ All Blacks Colts.
The NZ All Blacks Colts repelled all the Japanese teams, sweeping all nine matches and returned home. Other than the Japan national team, the results were as follows: NZ 33-12 Waseda, NZ 22-3 Kanto joint university team, NZ 39-6 All-Kansai, NZ 22-10 All-Japan Student Representative, NZ 55-3 Meiji, and NZ 33-3 Keio. The NZ All Blacks Colts made significant contributions to disseminating rugby throughout Japan.
