[JRFU] The JRFU determined that from this year, all official rugby matches and games would be played with 40-minute halves. The JRFU also increased the number of universities that participate in the All-Japan University Rugby Championship to eight (four from Kanto, three from Kansai, and one from Kyushu), while those participating universities would be recommended by the rugby football unions in these three regions. A rugby school was held by the JRFU. On September 15, the JRFU held the Tokyo Rugby School at the Prince Chichibu Memorial Rugby Stadium. Waseda claimed their 12th championship title for the first time in seven years at the 36th Kanto Inter-University Rugby Tournament by sweeping all their games. Doshisha became the Kansai champion, and Fukuoka Institute of Technology became the Kyushu champion.
[Company Rugby] Yahata Steel Works defeated Kintetsu 8-3 at the 18th Japan Company Rugby Football Championship claiming their 12th championship title for four consecutive years.
[International] Doshisha toured New Zealand and Australia in March 1966, coming back with three wins, one draw, and five losses. In September, the Hong Kong national team came to Japan (four losses). In March, Acorn Club toured Hong Kong and Taiwan, ending the tour with three wins and one loss.
