[JRFU] The JRFU decided to adopt the cap system for Japan national team members. The JRFU invited all 254 Japan national team players, who played in any test match that was approved by the JRFU, to the Shiba Park Hotel and presented caps to them on 16 January 1983.

* The Japan national team won consecutive test matches against Canada.
* The Japan team toured New Zealand for the third time in May. The goal was to win the test match against NZU, which was not achieved.
* In September, the Japan team won easily against NZU 31−15 within Japan for the first time. The Japan team was totally defeated by the England student selection team 43-0.
* In the 8th Asia Rugby Championship held in Singapore, the Japan team was defeated by South Korea 12-9.
[Japan Rugby Championship] In the 20th Japan Rugby Championship, Doshisha University fought well but failed to defeat Kamaishi. Kamaishi won by a score of 21-8 claiming their sixth championship title for five years in a row.
[University] In the 19th All-Japan University Rugby Championship, Doshisha claimed their second championship title and for the first time in two years. In the 53rd Kanto Inter-University Rugby Tournament, Waseda beat Meiji claimed their 23rd tournament title for two years in a row, winning all their eight matches. In the 16th Kanto University Rugby League, Senshu won all their seven matches claiming their fourth league title and for the first time in seven years. In the 54th Kansai University Rugby League, Doshisha won all their seven matches and claimed their 32nd league title for seven years in a row. In Kyushu, the 2nd Kyushu Championship was held and Fukuoka Institute of Technology beat Seinan Gakuin 46−10.
[Company] In the 35th Japan Company Rugby Football Championship, Nippon Steel Kamaishi showed rock-solid strength and defeated TOYOTA 16-0 claiming their seventh championship title for five years in a row.
[International] In September, the New Zealand university selection team (NZU) and the England university selection team (ES) came to Japan. In March 1983, Petone Club from New Zealand came to Japan with five wins. In March 1983, Senshu University toured Ireland with two losses. In August, the Japan U18 national team toured abroad for the eighth time to Canada coming back with three wins and one loss.
