* The Japan national team toured Canada for training. They had two matches as warm-up matches instead of test matches; however, lost the other two matches due to fatigue from overtraining.
* Japan invited a strong rugby team from Oceania, the Fiji national team. After the Japan selection team lost two consecutive matches 43-13 and 51-13, the Japan national team challenged but was completely defeated in the test match 32-6.
[Championship] In the 27th Japan Rugby Championship, Kobe Steel beat Waseda 58−4 claiming their second championship title for two years in a row.
[University] In the 26th All-Japan University Rugby Championship, Waseda claimed their 10th championship title and for the first time in two years. In the 60th Kanto Inter-University Rugby Tournament, Nippon Sport Science University had eight wins and one loss claiming their fourth tournament title and for the first time in six years. In the 23rd Kanto University Rugby League, Senshu had seven wins and one loss claiming their fifth league title and for the first time in seven years. In the 61st Kansai University Rugby League, Osaka University of Health and Sport Sciences won all their seven matches and claimed their third league title and for the first time in two years. In the 9th Kyushu Championship, Fukuoka University won decisively against National Institute of Fitness and Sports in Kanoya 52−6.

[International] To get prepared for the second RWC in 1991, serious training was done under head coach Shukuzawa and captain Seiji Hirao. The Japan A team toured Western Samoa and Tonga in August (with one win and two losses) and The Japan national team toured Canada in September (with two losses), as well as the Japan U23 national team toured New Zealand in April (with four wins and two losses), Yokogawa Electric toured Chinese Taipei in April (with two wins), the Kyushu team toured Korea in May (with one draw and one loss), Osaka University of Health and Sport Sciences toured New Zealand in July (with two wins and two losses), the Kanto company team toured Canada in August (with three wins) and Meiji Life Insurance toured Australia in August (with two losses). Toshiba Fuchu toured France and Spain in March 1990 (with one win and four losses), Kyoto Sangyo University toured the United Kingdom in March 1990 (with two losses), Cambridge University came to Japan (with four wins), Massachusetts Institute of Technology (MIT) came to Japan in March 1990 (with three losses) and the Japan U18 national team toured abroad in 1990 for the 15th time to Scotland (with five wins and one loss).
