[JRFU] The vice chairperson Shigeru Konno was recommended as the 12th JRFU chairperson. In the Japan Rugby Championship held previous year, the university top Daito Bunka was tossed about by mature Kobe Steel and lost by a big margin of 102-14. An expanding difference in power between companies and universities produced criticism that the Japan Rugby Championship would not be appropriate for determining the Japan champion. In the 3rd Kyushu University Rugby League, Kyushu International University won all their seven matches claiming their happy first title.
[Company] In the 48th Japan Company Rugby Football Championship, the world cup system was adopted for the first time. Suntory tied Kobe Steel 20−20 in the first match of the final tournament, then prevented Kobe Steel from achieving their eighth consecutive title with the number of tries 2-1 and advanced to the final. In the final, Suntory tied Sanyo Electric 27−27 again; however, they gained the right to play in the Japan Rugby Championship with the number of tries 4-3 again.
[International] In June, the Japan U23 national team toured Australia with five wins and two losses, having four matches in the Perth International Rugby Championship. In July, the Kanto team toured New Zealand with two wins and two losses, and the Kansai team toured Australia with three wins and one loss. In March 1996, the Japan U18 national team toured abroad for the 21st time to England with two wins and four losses.
