In the Asian Three-Nation Tournament, the Japan national team won against Hong Kong and South Korea easily. In the 3rd Super Powers Cup, where Romania participated in instead of Russia, Japan won against Romania and lost to Canada finishing in second place.

* Osamu Ota assumed the position of the Japan national team GM, Elissalde became the HC and won against Spain: Head coach Mitsutake Hagimoto retired, who took command until the match against Ireland. The JRFU announced a new framework for the Japan national team, appointing Osamu Ota as GM and Jean-Pierre Elissalde who had been a coach as head coach. [University] In the 42nd All-Japan University Rugby Championship, Waseda fought against Kanto Gakuin in the final five years in a row and won completely 41−5, claiming their 13th championship title for two years in a row. In the 76th Kanto Inter-University Rugby Tournament, Waseda won all their seven matches claiming their 30th title for five years in a row. In the 39th Kanto University Rugby League, Kanto Gakuin had six wins and one loss claiming their ninth league title and for the first time in two years. In the 77th Kansai University Rugby League, Doshisha won all their seven matches, beating Osaka University of Health and Sport Sciences 43−15 in the ranking final. Doshisha then claimed their 46th league title for four years in a row. In Kyushu, Fukuoka University overwhelmed Fukuoka Institute of Technology 62−5 in the tournament final claiming their consecutive titles.

NZU won against the Japan A team 42−18, the Japan B team 38−23, and the Japan national student team 31−29, claiming three consecutive wins. In April, the U19 Rugby World Championship was held, and the Japan U19 national team had one win and four losses. In May, in the Asia qualifying round of the Women's RWC, Japan won against Hong Kong but lost to Kazakhstan, and was eliminated. In August, Toyota Motor Verblitz had a match against Newcastle Falcons that came to Japan from the United Kingdom and beat them 29−24. The NEC Green Rockets lost by a score of 73-6.
