[JRFU] On 17 November, the JRFU decided to bid to host the RWC again. After that, the IRB announced that the host nations for 2015 and 2019 would be decided at the same time in the board meeting in March 2008. Japan declared to bid for both. After dismissal of the Japan national team HC Elissalde, John Kirwan became the HC. The reason for this dismissal was that he became the manager of Bayonne of France's first division without gaining approval from the JRFU. On 4 November, the JRFU's 80th Memorial Ceremony was held.

* In the Asian Three Nations Tournament (RWC third qualifying round) with South Korea and Arabian Gulf, the Japan national team won all of their matches.
* The Georgia national team came to Japan for the first time. Japan 32-7 Georgia
* The Italian national team came to Japan and had a test match. Japan lost by a big margin of 52-6, which was bigger than their previous match.
* The IRB decided to host the Pacific Nations Cup instead of the Super Powers Cup, by adding the NZ Junior team to Japan, Tonga, Samoa and Fiji in order to strengthen the world's second group nations including Japan. In the 1st cup, the Japan national team lost all of their matches and had to face a severe world situation.
* The Japan national team had a non-test match against the Australia Reds that came to Japan on November 10 and lost by a score of 29-22.
* In the 5th Asian Three Nations Tournament (RWC final qualifying round), the Japan national team beat Hong Kong and South Korea and was qualified for appearing in the 6th RWC.
[Sevens Rugby] In the 15th Asian Games held in Doha, Qatar, being hosted by the IOC, Akihito Yamada scored a dramatic come-from-behind try in the final against South Korea, and the Japan national sevens team finally got their first gold medal.
[Japan] In the 44th Japan Rugby Championship, Toshiba Brave Lupus beat TOYOTA Verblitz 19−10 claiming their sixth championship title for two years in a row, gracing the last day of the career of head coach Masahiro Kunda.
[Top League] In the 4th Top League, Toshiba Brave Lupus had 12 wins and one loss with 60 points to finish in first. They beat Suntory Sungoliath 14−13 in the play-off final claiming their third league title for three consecutive years.
[University] In the 43rd All-Japan University Rugby Championship, Kanto Gakuin revenged Waseda 33−26 claiming their sixth championship title and for the first time in three years. In the 77th Kanto Inter-University Rugby Tournament, Waseda won all their seven matches claiming their 31st tournament title for six years in a row. In the 40th Kanto University Rugby League, Kanto Gakuin, Hosei, and Tokai tied with six wins and one loss, but Kanto Gakuin claimed their 10th league title for two years in a row on goal differential among these three schools. In the 78th Kansai University Rugby League, Osaka University of Health and Sport Sciences won all their seven matches claiming their fifth league title and for the first time in 15 years. In Kyushu, Fukuoka University won against Fukuoka Institute of Technology 47−28 and achieved their third consecutive title.
[International] The Japan national team squad toured France in April for a training camp with four wins. In April, the Japan U23 national team toured New Zealand with three wins and one loss.  In April, in the U19 Rugby World Championship, the Japan U19 national team had four losses. In June, the Kanto team toured New Zealand with three losses. In August, the Japan Women's All-Star team toured Australia with two wins. In September, in the 9th UK-Japan University Matches, Oxford had one win and two losses. In the 11th U19 Asia Rugby Championship, Japan claimed the titles in both Sevens and Fifteens. In July 2007, the Japan U18 national team toured abroad for the 32nd time to Australia with two wins and one loss.
