[JRFU] On 3 April, the chairpersons and board directors of prefectural rugby football unions all across Japan met together for the first time, announcing a strategic plan for the next decade. A consensus was made to make efforts as much as possible to develop and strengthen Japanese rugby, having the following eight objectives: 1. Expansion of players, 2. Expansion of fans, 3. Expansion of people involved, 4. Strengthening of the Japan national team, 5. Strengthening of sevens rugby, 6. Strengthening of the financial base, 7. Contribution to Asia, and 8. Strengthening of the organisational structure.
[Japan] * The Japan national team won big in the Asian Five Nations Tournament. But this result threw cold water on the goal of increasing the level of Asian rugby, causing the significance of this tournament to be called into question.
* The Japan national team had a match against New Zealand North Harbour during a strengthening camp as they left for the Pacific Nations Cup. In spite of a loss against Fiji, they won tight games against Samoa and Tonga, which raised expectations for the RWC 2011. Even though they lost to Samoa that came to Japan in October by only three points behind, they showed that it would be possible to be matched with Samoa and Fiji class teams.
