At first, all matches of the IRB Pacific Nations Cup (PNC), which was opened on 2 July, were supposed to be held in Japan, however, some were ultimately held in Fiji, considering the influence of the Great East Japan Earthquake. For the night match held at Chichibunomiya Rugby Stadium, Japan met Samoa's strong attack at the beginning and kept just defending for 15 minutes. However, while getting used to Samoa's strong attack, flanker Tadasuke Nishihara, number 8 Ryu Koliniasi Holani and centre Ryan Nicholas made low tackles to stop the rush of Samoa.
In the 6th minute of the second half when Samoa outscored 24-8, Holani's side-attacked from a scrum in Samoa's territory led to a wide opening from a ruck, and wing Takehisa Usuzuki scored a try using pre-arranged play, which excited the audience. However, ultimately Japan didn't make it. The match reflected Japan's weakness of tending to defend rather than attack at the beginning.
