In the first half, Japan didn't have time to attack holding the ball, and time to keep just defending was extensive. Yet, Japan conceded no try for 40 minutes. Japan was partly helped by the opponent's mistakes, however, the plan for the first half, “we were going to defend well to make the opponent fatigued”, as told by scrum-half Keisuke Uchida, who played as a member of the starting-lineup for the first time in the year, and which penetrated the entire team. Even while the United States ruled the ball overwhelmingly as Uchida said “the ball possession was 20% to 80%,” the points Japan conceded in the first half were just 9 points by 3 penalty goals. After stand-off Harumichi Tatekawa scored the second penalty goal on the day to make the score 6-9 in the 36th minute in the first half, Japan had the chance of a scrum awarded to Japan, which was from an opponent's knock-on from a kick-off. The ball provided to the backs from a steady scrum was passed from stand-off Tatekawa to centre Ryohei Yamanaka, wing Karne Hesketh, who rushed in from the opposite side, full-back Yoshikazu Fujita, and then to wing Akihito Yamada who was at his top speed at the edge of the left touch line near the 22-meter line of the United States. He jumped in beside the corner flag. The first half ended when Japan led by two points.
Also in the second half, like with the flow in the first half, Japan kept attacking at a good tempo. Even while a penalty goal by stand-off Tatekawa taken to add points failed (in the 3rd minute of the second half), in the 8th minute, Japan pushed in a scrum, number 8 Ryu Koliniasi Holani pressed down, and Tatekawa also scored a goal to make the lead by 9 points.  
“Many penalties. Reflection points are just it” (number 8 Holani). It was true that Japan was not able to handle refereeing such as when flanker Michael Broadhurst rushed into a ruck wildly and was sent to the sin-bin in the 39th minute of the second half. In the 15th, 21st and 24th minutes of the second half, the United States stand-off AJ MacGinty scored three penalty goals to make the score tie. Furthermore, in the 27th minute, the United States pushed in a maul and scored the final try to come from behind, at 18-23.
