“The All Japan Rugby Association (AJRA) in Tokyo and Kansai Rugby Football Club in Osaka were established as rugby club organizations for those who used to be ruggers. These organizations were expansively reorganized as the Kanto Rugby Football Union (established in June 1924) and the Seibu Rugby Football Union (established in September 1925).
The AJRA was established as the Japan East Rugby Football Union when Ginnosuke Tanaka became the chairperson in June 1924, while Keio graduates, Jusaburo Hashimoto, Kotaro Masuda, and Shinjiro Nagai, graduates of the University of Tokyo, Ban Kayama, Tatsuo Hisatomi, and Naoto Iba, and a Waseda graduate, Jouichi Asagiri, became the board members. Hashimoto was recommended as the board director.
The Seibu Rugby Football Union had already functioned as a rugby football union even before it was established as the union, by recommending seven members of Owaki, Saeki, Tanimura, Takegami, Sugimoto, Shimomura, and Oichi as the official referees in the autumn of 1924. This union also propounded an idea to invite the representatives from Doshisha University, Daisan High School, and Kyoto University to ask their cooperation.
