In 1946 immediately after the war, the 1st National Sports Festival was held in the Keihanshin area. As for rugby, Monji Railway Bureau (general class), Ritsumeikan College (college class), and Kobe Daini Junior High School (junior-high school class) became the champions, respectively. This festival began to take the current form as inter-prefectural games from the 3rd festival, while being held every year based on adult and school student athletes.
In 1946, the east-west inter-university tournament was held. This tournament ended with the 63rd tournament in 2008.
