New Management for the JRFU

In 2001, the JRFU also made a big shift to make rugby open to amateurs and professionals. While Chairman Shigeru Konno stepped down to become Honorary Chairman, Tetsuo Machii became the new chairman and took over the steering with the new senior director, Takayori Tsuboi. The JRFU made a fresh start holding to the following vision led mainly by Chairman Machii.
It is a little bit longer, but you can read the full text of the quote below. We failed to achieve the goal of reaching the top 8 in the 2007 RWC. However, the JRFU must continue to work on this vision. All the activities we have developed in the past decade, including the establishment of Japan Rugby Top League and our bidding efforts for holding the RWC in Japan, mark a milestone for achieving this vision.

Maintain an environment where the JRFU, affiliated regional unions and branch associa-tions, and all the rugby clubs and teams in Japan can become prosperous while dissemi-nating and spreading rugby across the nation
III. JRFU's value attitudes
* Honesty: The JRFU must be always honest all the time when managing the sport and implementing rugby business activities.
* Respect: Respect offers the key for rugby to make a successful development. Respecting the rules, showing respect to the related parties and fans, and showing respect to the players are all in common.
* Participation: The origin of rugby is that everyone can participate in this sport.
* Team effort: A team effort made by rugby associations, affiliated organisations, and individuals including rugby players can lead to achieve the best result.
* Leadership: Leadership is essential to disseminate and spread rugby across the nation.
