On 17 November 2006, the JRFU's board meeting decided to participate in bidding to host the 2015 RWC. The JRFU chairman, Yoshiro Mori, made the following comment: “We have decided to prepare to bid to host the 2015 RWC in Japan. Domestic and international support and assistance we have received motivated us to reach this conclusion. To make rugby a world-class sport, we have to utilize a proposal made by Asia. I am totally convinced that holding the RWC in Asia will surely serve as a wonderful promotion for rugby.”
At the conference held in July 2010, the IRB announced that it would decide the hosting nations for 2015 and 2019 at the same time. Japan also decided to bid to host the RWC in 2019.
