During the first half of the Kofun Period, people set up their villages on elevated ground, as we know from the remains of settlements discovered in these areas. However, due to the discovery of No. 1 site at the location of the Shimazu residence of the Satsuma Kagoshima clan, located on a slightly elevated area in Shiba, it became clear that people also expanded onto lower ground. At this time, Kofun construction had not begun, and furrow-shaped remains of construction discovered on slightly elevated ground are considered more likely to be the remains of constructions other than tombs. From around the end of the 4th century to the beginning of the 5th century, the Minato City area entered the age of Kofun-building.
