There once was a sandy beach spreading along the waterfronts of Shiba-Kanasugicho and Honshibacho within Edo. In the early Edo Period, venerable fishermen worked there, caught Shiba shrimp, eels, and other sea life. A portion of the fish caught was dedicated to Edo Castle. Later, fish markets were established by the Tokugawa Government to provide a stable amount of fish for Edo Castle. A smaller fish market called Shiba-Zakoba was opened once every other month. Many citizens who were dedicated to the life of the sea lived in this area.
