“There shall, in the future, be no community with an illiterate family, or a family with an illiterate person.” This is a line from the educational system announced on August 2, 1872. It promoted so-called “education for all” , aiming for there to be no families in villages that could not access education, and no one who had never had access to education. Based on this slogan, plans were made requiring colleges, junior high schools and elementary schools to be set up all over the country.
