From the Edo Period into the Meiji, great changes were made in the mechanism for ruling the regions. When the Meiji Period arrived, prefectures and municipalities of cities, towns and villages were established under the government. The city of Edo became Tokyo, and the 15 wards of Tokyo City were born in 1878. The Minato City area gave birth to the three wards of Shiba, Azabu and Akasaka.
