The Tokyo City United Civil Defense Corps created on September 1, 1932 in preparation for air strikes, had the city civil defense corps as its base, and were a collected body of groups including reservists’ associations, young adult groups, youth groups, neighborhood associations, women’s groups, and medical associations. Under the slogan, “We Must Protect Our Imperial Capital”, it was a self-governing air defense organization whose action funds of 2.5 million yen came entirely from citizens’ donations. The first emergency that mobilized the defense corps was not air strikes, but the February 26 Incident of 1936, when they were active in leading residents to refuge amidst the critical situation between the occupying forces and the suppression forces.
