After the Second World War, the city of Tokyo, having incurred much damage from the Bombing of Tokyo etc., moved towards reconstruction by forming the Tokyo Metropolitan Ward Restructuring Committee, that brought together a plan to unite the 35 existing wards into 22 wards. Although several wards were opposed to this plan, they ultimately accepted it, and in 1947, Shiba, Azabu and Akasaka wards were merged to form Minato City. Initially, the former Azabu Ward office was used as the Minato City main office building, but for easier transport links, etc., it moved to the former Shiba Ward office, and in 1987, it was rebuilt into the present-day new building.
