In 1896, a visionary Tokyo Port Construction Plan was announced. Plans to turn Shibaura Bay into the main port were not realized, but they tell of the importance afforded the place even today. After the war, the port storage industry developed in Shibaura. Accompanying the modernization of the port, the storage industry was transformed into the cargo warehouse industry; furthermore, “loft culture” was formed based on alterations to warehouse architecture, and there have been attempts at innovation to the storage industry in recent years. These transitions undergone by Shibaura and its connections with the port led it to be systematically promoted as the “Image of the Metropolis”.
