Due to its geographical features, Minato City consists of a three-dimensional, three-layer structure. In other words, the three layers of elevated ground, low-lying area and land reclaimed from the sea lie parallel, forming an urban green zone, commercial office zone, land for port use and a high-rise housing complex zone in a north-west direction. Its 12 areas, interwoven with these three zones and three east-west axes crossing them, are connected by Tokyo's unique subway network. The vision of “Cosmopolitan City” born as a result is the urban model in the age of decreasing population, and will eventually raise questions about town planning preempting reconstruction that assumes there will be disasters in the future.
