| 昭和15年11月10日に瑞穂町が誕生して今年で満60年になります。人間の場合では還暦を迎えたというところです。 | Born in November 10, 1940, Mizuho becomes 60 this year! So we have a big birthday to celebrate! |
| 戦中、戦後及びバブル経済とその破綻等社会の荒波にもまれながらも郷土の先人達はその時々を必死に生き、今日の瑞穂町を築いてきました。50周年記念事業は、平成2年に鈴木都知事をはじめ、多くの来賓を招き、功労者の表彰も広範囲にわたり盛大に催しました。 | Braving each new wave of social change, including the turmoil of war and post-war recovery, the bubble economy and its collapse, etc., our forebears have built today's Mizuho. On the 50th anniversary commemoration in 1990, we invited many guests, including Mr. Shunichi Suzuki, Governor of Tokyo, and also held a grand event to present awards of merit recognizing those who had rendered distinguished services over wide areas for their community. |
| 本年は、60周年であることと、平成3年から始まった「町づくり第二次長期総合計画」最終年度である関係で、この期間に実施したハード事業を中心に本誌をまとめ、関係各位のご披見に供することにいたしました。 | Because this is both the 60th anniversary year, and also the final year of the "Second Long-term Comprehensive Plan for Town Development" begun in 1991, this booklet mainly summarises the infrastructure projects undertaken in this period, so that all stakeholders have a general overview of what has been achieved. |
| バブル崩壊直後には、まだその影響から各種事業も活発に行われていましたが、長引く不況から行財政改革の取組がなされ、事業も次第に厳選されたことがわかります。 | Immediately after the collapse of the bubble economy, various projects were still being actively carried forward from previous committments. However, over the course of the prolonged recession, efforts at administrative and financial reform were made, and one can also see that new projects have since been evaluated with ever-greater rigor. |
| しかし、「人間尊重のゆとりあるまち」をめざし、道路、公園、河川等の都市基盤の整備、産業の振興や八高線の電車化等活力ある町づくりも進展し、また高齢者、児童、保健の各種施設整備や、介護保険制度対応、都営住宅の建替等、安心して暮らせる町づくりも概ねその目標を達成することができました。 | However, guided by our objective of making a "town with comfort & respect for citizens", we have steadily created a vibrant and dynamic town by improving urban infrastructure (such as roads, parks and rivers), promoting industry and by converting the Hachiko Line from a diesel to electric railway. Also, we were able to achieve our overall town planning goal of living in peace and security by developing various facilities for the elderly, children and also health care, by supporting a long-term care insurance system, reconstruction of metropolitan housing, etc. |
