 昭和49年に西部土地区画整理事業が始まり、私は当初から審議委員として働かしていただきました。町としても初めての区画整理事業ですし、また、177ヘクタールと大規模なこともあって、関係者のご苦労は大変なものでした。色々な事がありましたが、中でも仮換地指定案の作成にあたり、1か月以上もの間、毎日のように審議会を開いたことや、その後提出された意見書の処理に、連日、連夜、町職員等と関係権利者のお宅を訪問したことが昨日の事の様に思い出されます。緑のネットワークを形成する9か所の公園と緑道、そして、ラドバーン方式による居住環境の保護と、二つの特色をもった基盤整備が多くの方々のご協力のもとに、完成を迎えようとしております。予想以上に困難な事業でしたが、地区内の整然とした街並みを見るにつけ、区画整理事業の重要性をあらためて認識させられる思いであります。 In 1974, the Western District Land Readjustment Project began, and from its onset I worked as a member of the council for the project from the beginning/start. The officials involved faced significant difficulties, partly because this was the town’s first readjustment project and also on account of its large scale of 177 hectares. Among the many things to be dealt with, I particularly recall as if it had happened yesterday the council being open daily for more than one month so we could draft up the provisional reallocation of the plots. Then, we responded to the stakeholders’ written submissions that followed by visiting the homes of town officials and relevant title-holders over many days and evenings so we could hear their opinions directly. The infrastructure development project had two features: first, there was a green network linking nine parks and a green pathway , and, secondly, protection of the living environment modeled on the town planning approach of Radburn (New Jersey, USA) and now about to be completed, thanks to the cooperation of many people. Although the project was a more difficult than expected, whenever I see how orderly are the district's streets, I am again reminded of the importance of the readjustment project.
