　「防衛施設周辺の生活環境の整備等に関する法律」等に基づき、補助金の交付を得て防音工事を実施した小・中学校、幼稚園等については、防音のため窓を閉め切った状態にしておくため、強制換気や除湿・温度保持が必要となる。この換気等を行うためのいわゆる防音関連機器(換気設備、除湿・温度保持設備)を稼動させるためには、相当の電気料金等が必要となる。この防音関連機器を稼動させることに伴い、超過負担となる基本料金に2/3、電力量料金に6/10を乗じて得た範囲内の額が補助金として交付されている。

Educational facilities such as elementary schools, junior high schools and kindergartens, that were given subsidies to implement sound insulation work, in accordance with the "Act on Improvement, etc. of the Living Environment of the areas around Defense Facilities", etc., require to maintain forced ventilation, dehumidification, and temperature control in order to permit all windows closed to ensure soundproofed conditions. To allow this ventilation, etc. by operating so-called soundproofing-related equipment (ventilator, and dehumidification/temperature control equipment), considerable electricity and utility charges need to be paid. When operating the soundproof related equipment, the burden of excess charges is subsidized within a range, calculated by by multiplying the basic rate by 2/3rd and by multiplying energy charge by 6/10th.
