Development headman Hasebe Kanjiro decided to develop the area sandwiched between Hakone Kaido (Ome Kaido) and Chichibu Kaido as a new paddy field to provide a new road in the center, and to build houses on the north side of the road.
The area associated with this community is Moto-juku. Regarding the residential allotments in Moto-juku along the road running north and south and connecting Chichibu Kaido and Hakone Kaido, each block on the east side had 15-ken (approx. 27 m) wide frontage and the west side had 12-ken (approx. 22 m). This was done in order to provide the same cultivation acreage per house, achieved by adjusting the frontage of the houses, because Chichibu Kaido and Hakone Kaido diverged towards the west, gradually creating a wider area between the two roads.
